The working group will conduct a quantitative and qualitative assessment of the program's measures and will make some changes, if needed, during its 14-day stay in Mongolia. Member of Parliament B. Javkhlan noted that it is possible to talk about waiving some program requirements, because Mongolia has been successful in improving the economy and making other positive changes since the implementation of the program.
The EFF, which begun in May 2017, will last for three years. The Ministry of Finance notes that meetings with the IMF’s working group will include discussions about changes to personal income tax and social insurance premiums. In the scope of the agreements with the IMF under the EFF, amendments to General Law of Taxation will be submitted to Parliament by April and will come into effect in 2019 if approved. An amendment on increasing corporate income tax in phases has also been prepared. An online discussion of these changes with taxpayers and investors will be hosted by the Ministry of Finance soon.
